Vladimir Arcilla Hernandez, MPA - Director for Philippine Programme
Mr. Hernandez was promoted to the post of Director for Philippine Programme in February 2007, after ten months as Programme Officer for Humanitarian Assistance, during which time he completed a Masters in Public Administration (MPA) at the University of the Philippines and undertook specialized training on humanitarian standards on behalf of
CFSI in Singapore. Mr. Hernandez began his graduate studies during his first period of employment at
CFSI, from November 2001 through August 2003, where he served as Executive Assistant and then Communications Officer in the Office of the Executive Director (OED). He previously served as a Field Researcher for
CFSI, gathering data about poor communities affected by natural disaster for a project funded by the World Health Organization (WHO). In between employment at
CFSI, Mr. Hernandez worked with the Philippine Government's Department of Social Welfare and Development (DSWD), specifically the World Bank-funded Kalahi-CIDSS project
- one of the largest projects under the Government's anti-poverty programme. His responsibilities also included serving as National Project Coordinator of the Poder y Prosperidad del Communidad Project
- a similar poverty reduction project funded by the Spanish International Cooperation Agency. Prior to joining
CFSI in 2001, Mr. Hernandez held research and training positions in organizations in the Philippines and Hong Kong. A citizen of the Philippines, Mr. Hernandez earned the Bachelor of Arts degree in Behavioural Science at the University of the Philippines.
