Luwalhati F. Pablo, RSW - Director for Viet Nam Programme

 

Ms. Pablo was appointed Director for Viet Nam Programme in November 2010, with responsibility for leading CFSI activity in Viet Nam. From 1983 until 1997, Ms. Pablo served on the Senior Management Team (SMT) of CFSI, playing critical leadership roles in operations in the Philippines, first as Associate Director and then as Director for Philippine Programme. She was also responsible for supporting the evolution of CFSI operations in other countries. For almost a year in 1992, Ms. Pablo served, concurrently, as Deputy Regional Project Coordinator for a training project CFSI carried out in cooperation with the United Nations High Commissioner for Refugees (UNHCR) in Thailand and Indonesia. She left the SMT and became a Member of the Board of Trustees of CFSI in 1997 when appointed as Undersecretary of the Department of Social Welfare and Development (DSWD) of the Government of the Republic of the Philippines by then Philippine President Fidel Ramos. In 2009, Ms. Pablo was named the "Outstanding Professional in the Field of Social Work" by the Professional Regulatory Commission of the Philippines. Upon her retirement from DSWD in 2010, after thirteen years of distinguished service in three different presidential administrations, Ms. Pablo returned to the SMT of CFSI as Director for Viet Nam Programme.

 

As Undersecretary of the Philippine Government’s DSWD, Ms. Pablo was concurrently the National Project Director of the two largest national anti-poverty programmes—a conditional cash transfer programme known as Pantawid Pamilyang Pilipino Programme ("the 4 Ps") and a community-driven development programme known as Kapit Bisig Laban sa Kahirapan (KALAHI). In addition, she chaired or was a member of various executive, policy, and technical committees with other government agencies and civil society organizations at the national level. A citizen of the Philippines, Ms. Pablo served as Head or Member of Philippine Delegations to a wide variety of international conferences in different parts of the world. Prior to first joining the Staff of CFSI in 1983, Ms. Pablo served in the Juvenile and Domestic Relations Court of the Philippines. She also taught at the Philippine Women's University. Ms. Pablo studied social work at the University of the Philippines and the Philippine Women's University. She obtained a Diploma in Social Development at St. Francis Xavier University in Canada.
